Complaints to Bribery Commission over several grand thefts in Dehiwala Mount Lavinia Municipal Council

The Opposition Leader of the Dehiwala Mount Lavinia Municipal Council, Dr. Chamal Sanjeewa, has asked the Commission to Investigate Allegations of Bribery or Corruption to investigate alleged irregularities in the Dehiwala Mount Lavinia Municipal Council, including the expenditure of 92 million to remove 35,000 tons of garbage.
Audit reports related to the Municipal Council reveal that garbage was dumped at the Karadiyana garbage dump for a huge amount of money, but he alleges that no effort has been made to investigate the sale of garbage or launch a composting program despite the rapid increase in the amount of garbage collected.
The audit further revealed that Rs. 13 million was allocated for the installation of an air conditioning system without signing any agreement and another Rs. 5 million was allocated for the purchase of a generator without inviting bids.
He also pointed out that the overall solid waste management in the Dehiwala Mount Lavinia Municipal Council area is at a poor level and that there are failures in the method of collecting assessment taxes, trade license fees, parking fees and fees for billboards and road signs from major hotels.
He further pointed out that there are irregularities in the way debts were written off from meat shops in the area without proper approval, that vehicles owned by the Municipal Council were being driven without the state logo, and that regular fuel checks were not carried out on many of the council’s vehicles.
Stating that several former mayors and municipal councilors are responsible for these issues, Dr. Sanjeewa has requested the Bribery Commission to conduct a full audit of the transactions they have made and conduct an asset investigation.

කරදියාන කසල රඳවනයට අතිවිශාල මුදලකට කසළ බැහැර කළ බව මහ නගර සභාවට අදාළ විගණන වාර්තාවලින් හෙළිවන නමුත්, එක්රැස් වන කසළ ප්රමාණය සීග්රයෙන් වැඩි වුවද කසළ අලෙවි කිරීම පිළිබඳව සොයාබැලීමට හෝ කොම්පෝස්ට් කිරීමේ වැඩපිළිවෙළක් දියත් කිරීමට කිසිදු උත්සාහයක් ගෙන නොමැති බවට ඔහු චෝදනා කරයි.
එම විගණනයෙන් වැඩිදුරටත් පෙන්වා දී ඇත්තේ, කිසිඳු ගිවිසුමක් අත්සන් නොකර වායු සමීකරණ පද්ධතියක් සවිකිරීමට රුපියල් මිලියන 13ක් වෙන්කර ඇති බව සහ මිල ගණන් කැඳවීමකින් තොරව ජෙනරේටරයක් ලබාගැනීමක් සඳහා තවත් රුපියල් මිලියන 5ක් වෙන් කර ඇති බවයි.
එමෙන්ම ඔහු පෙන්වාදෙන්නේ දෙහිවල ගල්කිස්ස මහ නගර සභා බල ප්රදේශයේ ඝන අපද්රව්ය කළමනාකරණය සමස්තයක් ලෙස දුර්වල මට්ටමක පවතින බව සහ වරිපනම් බදු, වෙළඳ බලපත්ර ගාස්තු, වාහන නැවැත්වීමේ ගාස්තු සහ ප්රධාන හෝටල්වලින් දැන්වීම් පුවරු සහ මාර්ග සංඥා සඳහා ගාස්තු අයකිරීමේ ක්රමවේදයේ අසාර්ථකත්වයන් ද පවතින බවයි.
නිසි අනුමැතියකින් තොරව ප්රදේශයේ මස් අලෙවිසැල්වලින් ණය කපාහැරි ආකාරය සම්බන්ධයෙන් ද අක්රමිකතා තිබෙන බවත්, එම මහ නගර සභාව සතු වාහන රාජ්ය ලාංඡනය නොමැතිව ධාවනය කර ඇති අතර, සභාවේ බොහෝ වාහන සඳහා නිතිපතා ඉන්ධන පරීක්ෂාවක් සිදුකර නොමැති බව ද ඔහු වැඩිදුරටත් පෙන්වාදෙයි.
මෙම ගැටළු වලට හිටපු නගරාධිපතිවරුන් සහ නාගරික මන්ත්රීවරුන් කිහිපදෙනෙකු වගකිව යුතු බව පවසමින් වෛද්ය සංජීව අල්ලස් කොමිසමෙන් ඉල්ලා ඇත්තේ ඔවුන් සිදුකළ ගනුදෙනු පිළිබඳව පූර්ණ විගණනයක් කර වත්කම් පරීක්ෂණයක් පවත්වන ලෙසයි.
